Aquatic food systems face enormous challenges: climate change, resource pressures, inequality, governance complexity, and rapidly shifting social and economic conditions.

While technical knowledge and innovation are essential, meaningful transformation ultimately depends on people and institutions having the capacity to learn, collaborate, adapt, and act.

At Blue Skills Collective, we believe capacity development plays a critical role in supporting this transformation. Our work focuses on strengthening the human and institutional capacities needed to navigate complexity, connect knowledge to practice, and support more resilient and inclusive aquatic food systems.

The problem: expertise alone isn't enough

Aquatic food systems are shaped by ecological, social, economic, and governance challenges that rarely fit neatly within a single discipline. Addressing them requires scientists, policymakers, economists, social scientists, practitioners, and communities to work together in new ways.

Yet many professionals are trained deeply within their own areas of expertise and given few opportunities to develop the skills needed to collaborate across disciplines, sectors, and perspectives.

As a result, valuable knowledge often remains siloed. Promising ideas struggle to move into practice. Well-intentioned projects fail to achieve lasting impact because the people responsible for implementing change lack the time, space, or support needed to learn together and develop shared solutions.
